Statutory tuition and institutional tuition
There is a difference between statutory tuition and institutional tuition. The government annually determines the level of full-time statutory tuition as described in the Higher Education and Research Act. The level of institutional tuition and statutory part-time tuition is set annually by the Executive Board of Rotterdam University of Applied Sciences in accordance with Section 7.46 Higher Education and Research Act.
Not everyone is eligible for the statutory tuition as there are conditions attached to it. If you meet all the requirements below, you are eligible for the statutory tuition fee. It is possible that during your studies, you will no longer meet the conditions for paying the statutory tuition fee. You will then have to pay the institutional fee starting the next academic year.

Terms and conditions statutory tuition fee
- You meet the nationality requirement
This means you have the nationality of a country that is part of the European Economic Area (EEA) or of Suriname or Switzerland. - You have not previously obtained a degree
By this we mean that
- At the start of the academic year of your associate degree study programme, you have not yet obtained an associate degree, bachelor's or master's degree, or
- At the start of the academic year of your bachelor's study programme you have not yet obtained a bachelor's degree, or
- At at the start of the academic year of your master's study programme you have not yet obtained a master's degree.
Exceptions
In addition to the above conditions, statutory tuition also applies in the following cases:
- You are applying for an associate degree programme in healthcare or education and you have not yet completed an associate degree, bachelor's or master's programme in healthcare or education.
- You are applying for a bachelor study programme in healthcare or education and you have not yet completed a bachelor study programme in healthcare or education.
- You are applying for a master study programme in healthcare or education and you have not yet completed a master study programme in healthcare or education..
- After obtaining your first degree, you may complete a second study that you started as you were enrolled in a first study programme at the statutory tuition rate.
- You have UAF (University Assistance Fund) status.

Lower tuition fee equal to statutory tuition fee
- Associate Degree, Bachelor and Master study programme (Full-time, Dual and Part-time) re-enrolling students with Ukrainian, Russian or Belarusian nationality who already pay an institutional fee equal to the statutory rate for the nominal duration of the study programme + 1 year calculated from the start of the study programme at Rotterdam University of Applied Sciences ( €2.530 in academic year 2024-2025).
- Associate Degree, Bachelor and Master study programme (Full-time, Dual and Part-time) applicants with Ukrainian nationality for the nominal duration of the study programme + 1 year calculated from the start of the study programme at Rotterdam University of Applied Sciences ( € 2.530 in academic year 2024-2025).
- Associate Degree and Bachelor study programmes (Full-time, Dual and Part-time) undocumented young people of whom it has been established by the Student Services Centre (SSC) upon application that they belong to the target group of undocumented young people who have followed and completed an admission-granting previous study programme in the Netherlands and who did not have lawful residence at the time of application for the nominal duration of the study programme + 1 year calculated from the start of the study programme at Rotterdam University of Applied Sciences ( € 2.530 in academic year 2024-2025).

Lower tuition fee
(Prospective) students with Ukrainian citizenship
(Prospective) students with Ukrainian nationality will pay a lower tuition fee in academic year 2023-2024. The institutional fee will be equal to the statutory tuition rate of € 2.314,--
Current students of Russian and Belarusian nationality
Current students of Russian and Belarusian nationality will pay a lower tuition fee in academic year 2023-2024. This concerns the extension of the reduced institutional fee in academic year 2023-2024 for the group of Belarusian and Russian students who have re-enrolled in academic year 2022-2023 for the study programme for which they were enrolled in academic year 2021-2022 and already received the adjusted institutional fee in that academic year.
The institutional fee in this case is set at the statutory tuition fee of €2.314,--
Note: Students with Russian and Belarusian nationality who started a new study programme at Rotterdam University of Applied Sciences in the 2022-2023 academic year and pay a high institutional fee are not covered by the above-mentioned regulation.

The Tuition Guide does not apply to post-initial master's programs.
Second study programme
You can enrol in a second study programme during your studies. If you pay the statutory tuition, you only have to pay the tuition for your first study programme. If the second study programme is taught by the same institute, it will be arranged automatically. If your second study programme is taught by a different institute, you can request exemption from payment for your second study programme.
After obtaining a degree for your first study programme, you are allowed to continue paying the statutory tuition fee for your second study programme. However, you must have started your second study programme during your first study programme and you must have followed it without interruption. If you do not meet these two requirements, you will have to pay the institutional fee.
If you pay the institutional fee, you must do so for each enrolment. For example, if you are enrolled in two study programmes, you must pay the institutional fee twice.
Explanation of institutional fee second bachelor or master study programme
For a second associate degree, bachelor's or master's study programme, you must pay the institutional tuition, not the statutory tuition. This is stipulated in article 7.46 of the Higher Education and Scientific Research Act. The amount of the institutional tuition is determined by the Executive Board and may vary per study programme or per group of students. It may not be lower than the statutory rate.
Government funding for initial studies distinguishes between different study programmes: alpha/gamma study programmes are funded lower than beta and health care studies. There are also differences between bachelor and master funding. These differences in funding are generally reflected in the level of institutional tuition for second studies.
In addition, the following factors may play a role in determining institutional tuition:
- Internal factors such as costs and objectives. For example, attracting more students for a second degree; charging for certain facilities related to the programme; applying a single fee; separate fees for EU and non-EU students or for students who have already completed a first degree at their home institution; annual indexation; the level of statutory tuition fees and the method of calculating government funding.
- External factors. For example, an overview of institutional tuition fees in Europe, or an insight into the choice behaviour of students who fall into the target group to be reached.

When adjusting institutional tuition, the Executive Board seeks advice from the CRB prior to adoption for the new academic year.
Tuition payment
You must fulfil the tuition payment obligation by 31 August.
You can arrange tuition payment via Studielink. NON-EU/EEA applicants who apply for a study residence permit via Rotterdam University of Applied Sciences, receive an invoice for the payment of the tuition.
After you have registered in Studielink and the tuition amount you owe has been determined*, you can arrange the tuition payment via Studielink. You fill in your payment details, choose whether you or someone else is paying the tuition and you indicate whether you will pay the tuition in one or 10 instalments. Finally, you can confirm the digital authorisation via Studielink. For more information check the step-by-step instruction of Studielink

Phishing messages regarding payment
It is unfortunately becoming increasingly common for fake messages to be distributed, so-called phishing messages. These messages are sent via email, SMS and WhatsApp by cyber criminals with the aim of stealing your money and are (almost) indistinguishable from authentic messages.
If you have received a phishing message, never act on it and block the sender immediately. If in doubt, always contact the Front Office of the Student Service Centre (SSC).
Notice collection agency GGN
The Rotterdam University of Applied Sciences works with the collection agency GGN. If you have a debt with Rotterdam University of Applied Sciences, GGN will communicate with you about it. Debtors' protocol
If tuition is not paid on time, or cannot be collected, Rotterdam University of Applied Sciences' debtors' protocol applies. For more information, please see the debtors' protocol.
Tuition payment options
Authorisation (one-off or continuous)
Via Studielink, you can issue a digital authorisation*. With a one-off authorisation, we will debit the total tuition amount from your account around 25 September and you won't pay any administration fee. With a standing order, we will debit the tuition in 10 monthly instalments, around the twenty-fifth of the month, from September until June. You must pay a one-off €24.00 administration fee for this. * Someone else can authorise Rotterdam University of Applied Sciences to debit the tuition from his, her, their account in your place according to the same conditions.
Change digital authorisation If the digital authorisation has not yet been confirmed, you can still change the payment details in Studielink. Go to the question library in Studielink to find out how to arrange this. Once you have issued the digital authorisation, you can no longer change the payment details. If you have any questions about digital authorisation, please contact the Front Office of the Student Service Centre via this form.
Your employer or an institution is paying
If your employer or an institution is going to pay the tuition, arrange the payment via the form Payment arrangement for employer/institution. This form is only available from 1 June until 31
By filling in this form, the employer/agency declares to guarantee the payment of the tuition. This form must be received by Student Services Centre by 31 July at the latest. Upon receipt of the fully completed form and signed (by both parties), the employer/agency will receive an invoice to be paid before 1 September.
Please note that forms received after 31 July will no longer be processed. If that is the case, you must arrange the tuition payment via digital authorisation in Studielink.
Certificate of Paid Tuition Fees from another educational institution
If you also study at another educational institution and pay the statutory tuition there, you may be eligible for exemption from paying the tuition at Rotterdam University of Applied Sciences. You can arrange this by applying for a digital Proof of Paid Tuition (Bewijs Betaald Collegegeld) via Studielink.
Request a Proof of Paid Tuition from the other educational institution in time for them to ensure that we will receive it from them before 1 September. Upon receipt, your eligibility for this exemption will be assessed.

BBC for a minor course (proof of paid tuition)
- Do you need a BBC for a minor at another institution? In this case, the BBC application will not be processed through Studielink. Apply for the BBC at the educational institution where you pay your statutory tuition fees, and make sure that the educational institution where you will be taking your external minor receives the BBC before 1 September.
- If you pay statutory tuition fees at the Rotterdam University of Applied Sciences and you need a BBC for a minor at another educational institution, you can apply for the BBC at the Front Office of the Financial Services Centre. After we have checked your application, we will ensure that the other educational institution receives the BBC within 10 working days.
